Static Investment Options

Unlike age-based investment options, static investment options do not change asset allocations as the beneficiary ages or when the beneficiary enrolls in college. Instead, the allocation of money in each account remains the same over time.

UESP offers the following static investment options. Click on the investment option name for more information about each.

  • Equities—30% Developed International: Money invested in this investment option is allocated between two funds: 70 percent to a total domestic stock index fund and 30 percent to a developed markets index fund that invests predominantly in foreign equities. The assets in each account will be rebalanced annually on the beneficiary’s birthday (or next available business day) to retain the targeted allocation to the mix of equity funds for this investment option.
  • Equities—10% Total International: Money invested in this investment option is allocated to a mix of four stock funds: 90 percent among three domestic index funds and 10 percent to a total international stock index fund that invests predominantly in foreign equities. The assets in each account will be rebalanced annually on the beneficiary’s birthday (or next available business day) to retain the targeted allocation to the mix of equity funds for this investment option.
  • Institutional Index Fund: All of the account money in this investment option is allocated to a fund designed to track the performance of the Standard & Poor’s 500 Index®, a widely recognized benchmark of U.S. stock market performance that is dominated by the stocks of large U.S. companies.
  • Total Bond Market Index Fund: All of the account money in this investment option is allocated to a bond market index fund designed to track the investment performance of a broad, market-weighted bond index.
  • FDIC-Insured Savings: Money in this investment option is invested in the FDIC-insured savings account held in trust by UESP at Zions First National Bank (Bank) and earns varying rates of interest based upon the Public Treasurers’ Investment Fund.
  • Public Treasurers’ Investment Fund: All of the account money in this investment option is allocated to the Public Treasurers’ Investment Fund (PTIF). Visit the Utah public treasurer’s website to learn more about the PTIF.

  1. Contributions made to the underlying FDIC-insured savings account are held in trust by UESP at Zions First National Bank (Bank). Funds in the savings account are insured by the FDIC on a pass-through basis to each account owner up to the maximum set by federal law, which is $250,000. The amount of FDIC insurance provided to an account owner is based on the total of (1) the value of an account owner's investment in the FDIC-insured savings account plus (2) the value of other accounts held (if any) at the Bank, as determined by the Bank and by FDIC regulations.

If account owners/agents invest in a static investment option that has a significant weighting in stocks, they may want to consider changing their account to a more conservative investment option as the beneficiary approaches college enrollment.

Account owners/agents should carefully consider the risks associated with each underlying investment before making an investment option selection. Please carefully read the UESP Program Description before investing in UESP.

FDIC Insurance. Except for the underlying investment specified below, investments in UESP are not insured by the Federal Deposit Insurance Corporation (FDIC). FDIC insurance is provided for the FDIC-insured savings account held in trust by UESP at Zions First National Bank (Bank). Funds in the savings account are insured by the FDIC on a pass-through basis to each account owner up to the maximum amount set by federal law, which is $250,000. The amount of FDIC insurance provided to an account owner is based on the total of (1) the value of an account owner’s investment in the FDIC-insured savings account plus (2) the value of other accounts held (if any) at the Bank, as determined by the Bank and by FDIC regulations.

No Other Insurance and No Guarantees. Investments in UESP are neither insured nor guaranteed by the State of Utah, UESP, the Utah State Board of Regents, the Utah Higher Education Assistance Authority, other state agencies, federal government agencies (except to the extent noted above regarding FDIC insurance), or any employees or directors of any such entities. Units in UESP have not been registered with the United States Securities and Exchange Commission or with any state securities commission.

Account Value.The value of your UESP account may vary depending on market conditions and the performance of the investment option you select. It could be more or less than the amount you contribute; in short, your investment could lose value. However, subject to the application of Bank and FDIC rules and regulations to each account owner, funds in the FDIC-insured savings account will retain their value, whether in the FDIC-Insured Savings investment option or when allocated to portions of the Age-Based Aggressive Growth, Age-Based Growth, Age-Based Moderate, Age-Based Conservative, Customized Age-Based, or Customized Static investment options (if, in the customized investment options, the FDIC-insured savings account is selected as an underlying investment).

Non-Utah Taxpayers and Residents. You should determine whether the state in which you or your beneficiary pay taxes or live offers a 529 plan that provides state tax or other benefits not otherwise available to you by investing in UESP. You should consider such state tax treatment and benefits, if any, before investing in UESP.
